In the 2025 Delhi election, women were promised ₹2,500 a month. For over a year, people kept asking when it would start. In 2026 it finally began, under a new name: Delhi Lakshmi Yojana.

Many women are now confused. Some got an SMS but see no ₹2,500 in their bank. Others are stuck without the MP or MLA signature. Many are filling forms on private websites.

Delhi Lakshmi Yojana Kya Hai? The Short Answer

It is the Delhi government’s scheme giving ₹2,500 every month to poor women aged 21 to 60. It is the renamed Mahila Samriddhi Yojana, with final rules added in 2026.

Officially confirmed:

1. The Cabinet approved Mahila Samriddhi Yojana on 8 March 2025. It was notified on 24 April 2025 (as stated in the government’s court affidavit).
2. The Cabinet cleared the renamed scheme on 28 July 2026 (Cabinet Decision No. 3354).
3. The gazette of 6 August 2026 says it runs from 1 August 2026, at first for three years.
4. The 2026-27 budget has ₹5,110 crore for it. Over 17 lakh women are expected to benefit.

Delhi Lakshmi Yojana Ka Kya Matlab Hai?

“Lakshmi” is the goddess of wealth. At the launch, CM Rekha Gupta said women are like Goddess Lakshmi, who make the family strong. In simple words: ₹2,500 a month for the eldest eligible woman in a poor Delhi family.

Timeline: From Promise to First Payment

As reported: By 26 August, 9,13,495 women had registered and 4,190 were approved. No newer official count is out as of 3 November 2026.

Where Does the ₹2,500 Go Every Month?

Most women miss this part. The ₹2,500 does not all come as cash. The gazette gives two options:

• Option 1: ₹1,000 to an e-rupee (CBDC) wallet linked to your bank, and ₹1,500 to an RD/FD in your name.
• Option 2: All ₹2,500 to the RD/FD.

Worked Example: Three Years of Payments

Say you are paid from August 2026. August 2026 to July 2029 is 36 months. Before interest:

• The RD/FD cannot be broken for household needs before 31 July 2029.
• After three years, the matured RD/FD amount also goes only to the e-rupee wallet (gazette clause 7.3).
• The wallet cannot be used for alcohol, tobacco, drugs, lottery, gambling or betting.
• e-rupee is not ATM cash. Use your bank’s e-rupee app.

Which suits you? Need monthly money for medicines or school costs? Pick Option 1. Can manage without it? Option 2 saves more in your name.

Who Is Eligible for Delhi Lakshmi Yojana?

Not eligible: women getting any government pension or financial help (including widow or disability pension), income tax payers or GST filers, families with a government or PSU employee or pensioner, public office holders, and families owning a four-wheeler.

Family Details Most Sites Don’t Mention

The gazette (Section 5a) also asks for:

• Aadhaar and voter ID of all family members above 18.
• APAAR ID of children aged 3 to 18 (APAAR guide).
• ABHA ID of family members (ABHA guide).
• Children vaccinated on schedule, including HPV for girls above 14.
• Pregnant or breastfeeding mothers registered on POSHAN Tracker.
• An online pledge for social causes. Joining a Self-Help Group is only “desirable”.

The 19 banks: SBI, ICICI, Canara, Axis, PNB, IDFC FIRST, Bank of Baroda, Union Bank, YES Bank, Kotak, HDFC, Federal, Bank of India, IDBI, Indian Bank, Karnataka Bank, IndusInd, UCO and Bank of Maharashtra.

Delhi Lakshmi Yojana Form Kya Hai?

There is no paper form to buy. The form is the online application on the portal, plus a QR-coded form that you download, get signed and stamped by your MP or MLA, and upload again.

Delhi Lakshmi Yojana Ka Form Kaise Bharen: Online Apply Steps

1. Open the official portal. To open it directly, Click Here.
2. Click Apply, register with your mobile number and log in.
3. Answer the eligibility questions honestly.
4. Fill in your details, Aadhaar number and all family members.
5. Enter bank details (one of the 19 CBDC banks).
6. Upload clear scans of your documents.
7. Preview and submit.
8. Download the QR-coded form and get it signed and stamped by your MP or MLA.
9. Upload the signed form.
10. Download and keep the acknowledgement receipt.

The District WCD office checks your form and a committee under the District Magistrate approves it. You get SMS updates.

Delhi Lakshmi Yojana Ki Pahli Kist Kab Aayegi?

First batch: The first payment, for August 2026, was announced for 1 September 2026. Reports on 2 September said payments had started. No official count of women paid is out yet.

New applicants: The last day of each month is the cut-off. If your form is in by then, you are eligible from the next month, but only after approval.

Our reading: Approval can take weeks, so your first credit may come later. No fixed monthly date is announced; YouTube “dates” are guesses.

Where to look for the paisa: Check your bank’s e-rupee app for the ₹1,000 and your RD/FD for the ₹1,500. Don’t look only at your savings balance.

Common Problems and Fixes

MP/MLA Endorsement: The Court Case

A petition in the Delhi High Court challenges the endorsement rule. On 24 August 2026, the bench said endorsement could be one option, but not the only one. On 16 September 2026, the government defended the rule and said 7,32,814 endorsed forms had come in. A hearing was listed for 17 October 2026. We found no final order as of 3 November 2026, so the endorsement is still required.

Beware of Fake Portals and Forms

Many private sites use names like “Delhi Laxmi Yojana” with .com, .in or .net. They are not government sites.

• The only official portal is dly.delhi.gov.in.
• The official rules mention no fee. If anyone asks for money for the form or the MP/MLA signature, refuse and complain.
• Never share an OTP or bank PIN. Ignore WhatsApp “new form” links.
