PM Kusum Yojana 2027 Is Registration Still Open? Subsidy Split, Price List and State-wise Portals

PM Kusum Yojana 2027

“Kusum ka form kab khulega?” This is the question farmers in Jharkhand, Uttar Pradesh and Madhya Pradesh keep asking. Some missed the last round. Others paid a “registration fee” on a website and never heard back. Everyone wants to know one thing: can I still get a solar pump at a subsidy in 2026-27, and how much will I really pay?

The honest answer has a few parts. The first phase of PM-KUSUM stopped taking new work on 31 March 2026. Only projects that were already sanctioned are being finished now. The Centre says PM-KUSUM 2.0 is coming “very shortly”, but as of today it has not been launched.

This guide explains the current status, the three components, the subsidy split, what a 3 HP or 5 HP pump actually costs a farmer, and how to apply and check status in Jharkhand. It also shows you how to spot fake Kusum websites before you lose money.

Is PM Kusum Online Registration Still Open in 2026-27?

There is no single national registration for PM-KUSUM. You always apply on your state agency’s portal. Here is where things stand:

  1. Phase 1 is over for new work. The scheme ran until 31 March 2026. In August 2026, Union Minister Pralhad Joshi said, “PM Kusum 1 has been completed. That scheme is closed and very shortly we may come up with the PM Kusum 2.”
  2. Old projects get extra time. In March 2026, MNRE allowed projects with an agreement or notice to proceed issued on or before 31 December 2025 to finish late. Single pumps (Component B and C-IPS) had until 30 September 2026. Solar plants and feeder projects (Component A and C-FLS) have until 31 March 2027.
  3. Loan deadline moved again. On 1 October 2026, MNRE extended the financial closure date for Component A and C projects to 30 November 2026. MNRE also said there will be no extension beyond 31 March 2027.
  4. PM-KUSUM 2.0 is not live yet. News reports say MNRE has sent a proposal of about ₹50,000 crore, with a 10 GW agri-PV (solar panels over crops) part and possibly battery storage. None of this is final.

Our reading: If your state portal is still showing a solar pump notice (Jharkhand’s JREDA uploaded one in August 2026), it is about the state’s already-sanctioned quantity. Fresh large rounds will most likely come only after PM-KUSUM 2.0 is approved. So there is no national “last date” right now. Watch your state agency’s portal, not social media.

What Is PM-KUSUM? The Three Components

Component What you get Who can apply Support
A A solar power plant up to 2 MW on barren or fallow land; you sell power to the DISCOM Farmers, groups, cooperatives, panchayats, FPOs, water user associations DISCOM buys power at a state-fixed tariff; DISCOM gets an incentive of 40 paise per unit
B A standalone solar pump where there is no grid connection Individual farmers, groups, FPOs 30% central subsidy + state share
C (IPS) Solar panels for your existing grid pump; sell extra power Farmers with a grid pump 30% central subsidy on the solar part
C (FLS) The whole farm feeder is solarised; you get daytime power Farmers on that feeder (DISCOM runs it) Central support to states

A few rules worth knowing:

  • Under Component B, new solar pumps are not allowed in groundwater “dark zones”. There, only an existing diesel pump can be replaced, and only with micro-irrigation.
  • Under Component C (IPS), the solar panel can be up to two times the pump’s capacity in kW, so you can sell the extra power.
  • Under Component A, farmers can also lease their land to a developer and earn rent.

PM Kusum Subsidy: Who Pays How Much

Situation Centre State Farmer
General states (standard rule) 30% 30% 40%
North-East, Sikkim, J&K, Ladakh, Himachal, Uttarakhand, Lakshadweep, A&N Islands 50% 30% 20%
State gives no share 30% 0% 70%

Two important details:

  • The central 30% is worked out on the benchmark cost or the tender cost, whichever is lower. So the real central share can come out a little under 30% of the price you see.
  • Under the standard rule, a farmer can take a bank loan for 30% and pay only 10% upfront. The loan has to be repaid. It is not a subsidy.

Pump sizes: Individual farmers get the subsidy for pumps up to 7.5 HP. You can install a bigger pump (10 HP is common), but the subsidy stays at the 7.5 HP level. In 2022, the government allowed support up to 15 HP in North-Eastern and Himalayan states and for community farming in high water table areas, with a limit of 10% of the allocation.

PM Kusum Price List: What a Solar Pump Really Costs

Many websites promise a “PM Kusum price list PDF” for all of India. There is no single national price list today.

  • MNRE benchmark costs: MNRE used to publish benchmark costs. The order of 25 July 2019 (on the national portal) lists, for general states, about ₹74,000 per HP for a 3 HP DC pump (about ₹2.22 lakh) and ₹66,000 per HP for a 5 HP DC pump (about ₹3.30 lakh). These are old figures and are useful only as a guide.
  • State tender rates: Each state now fixes the price through its own tender. The state agency publishes the rates and the farmer’s share in a notice or PDF on its own portal. This is the only price list that matters for you.
  • Guidelines: The full PM-KUSUM guidelines, dated 17 January 2024, are in the Documents section of the MNRE portal.
  • GST cut: In August 2026, the minister said the GST cut on renewable equipment (from 12% to 5%) made a 5 HP solar pump about ₹17,500 cheaper.

Worked Example: What a Farmer Pays for a 3 HP and 5 HP Pump

We used the actual costs in JREDA’s Jharkhand notice: ₹2.16 lakh for a 3 HP pump and ₹3.18 lakh for a 5 HP pump. Then we applied the different rules you will meet across states.

Rule 3 HP (cost ₹2,16,000) 5 HP (cost ₹3,18,000)
Central share at 30% ₹64,800 ₹95,400
Standard rule: farmer pays 40% ₹86,400 ₹1,27,200
Standard rule with bank loan ₹21,600 now + ₹64,800 loan ₹31,800 now + ₹95,400 loan
State gives nothing: farmer pays 70% ₹1,51,200 ₹2,22,600
75% subsidy rule (like Haryana): farmer pays 25% ₹54,000 ₹79,500
Jharkhand actual (JREDA notice) ₹7,000 ₹10,000

What this tells you: The same 5 HP pump can cost a farmer anywhere from ₹10,000 to over ₹2 lakh, depending on the state’s top-up. For comparison, Madhya Pradesh’s 2026 table (as reported) shows a farmer share of ₹20,968 for a 3 HP submersible pump and ₹30,289 for a 5 HP one. Always check the farmer share on your state portal before you pay.

PM Kusum Jharkhand: Online Registration and Status Check

In Jharkhand, the scheme is run by JREDA (Jharkhand Renewable Energy Development Agency). Jharkhand gives one of the highest subsidies in the country: about 96 to 97% in total (state about 71 to 72%, Centre about 25%), as per JREDA’s notice.

Pump Actual cost Farmer pays
2 HP ₹1.80 lakh ₹5,000
3 HP ₹2.16 lakh ₹7,000
5 HP ₹3.18 lakh ₹10,000

As of 31 October 2025, Jharkhand had 52,985 pumps sanctioned and 41,467 installed under Component B, as per a Rajya Sabha reply reported by Energetica India.

Who Can Apply in Jharkhand

  • You must have a water source: borewell, well or pond.
  • You must not already have an electricity connection for farming.
  • One pump per farmer family.
  • You must not have got a solar pump under any other scheme.

PM-KUSUM Progress So Far

As of July 2026 (minister’s figures reported by ANI), Component A had 1,986.3 MW installed against a 10,000 MW target. Component B had 11.69 lakh solar pumps installed out of 13.07 lakh sanctioned.

    y-axis "Pumps in lakh" 0 --> 20
    bar [13.07, 11.69, 16.54, 0.16]

What the chart tells you: Standalone pumps (Component B) and feeder solarisation did well. Solarising single grid pumps (C-IPS) barely moved: only 16,259 of 55,392 sanctioned. If your state offers C-IPS, expect slow processing.

Documents You Will Need

  • Aadhaar card and mobile number linked to it
  • Land papers (khatauni, 7/12, jamabandi or land rent receipt, as per your state)
  • Bank passbook
  • Passport size photo
  • Photo of your borewell or well (asked in Jharkhand)
  • Domicile certificate (asked in Jharkhand)
  • Caste certificate, if you claim a category benefit

Common Problems and Fixes

Problem Likely reason What to do
Paid money, no pump, no reply Fake website Stop paying. Complain to the police or the cyber crime helpline 1930
Application not sanctioned District quota full; first come, first served Keep the application number and check status regularly
Rejected for “dark zone” Groundwater over-used in your area Only diesel pump replacement with micro-irrigation is allowed
Name does not match Different spelling in Aadhaar, bank and land papers Correct the records before applying again
Pump stopped working Fault within the 5-year service period Raise a complaint on the state portal

Fake PM Kusum Websites: Read This Before You Pay

MNRE has warned many times that fake websites and mobile apps are taking money in the name of PM-KUSUM. They show an online form and ask for a “registration fee” or “pump booking amount”. The warning on the Jharkhand portal names sites like these (do not open them):

  • kusumyojanaonline.in.net
  • pmkisankusumyojana.co.in
  • onlinekusamyojana.org.in
  • pmkisankusumyojana.com

How to stay safe:

  • The national site is pmkusum.mnre.gov.in. It gives information; it does not take farmer applications or fees.
  • Apply only on your state agency’s portal (the table above). Most real state sites end in .gov.in.
  • Pay the farmer share only after your state portal shows your application and the exact amount.
  • Nobody from MNRE will call you to ask for money for “pump allotment”.
