Saksham Yojana Haryana 2026 Explained Up to ₹9,500 a Month, the 100-Hour Work Rule and Registration

In Haryana, lakhs of young people have a degree, have cleared CET, and are still waiting for a job letter. For them, the state’s Saksham Yuva Yojana is often the only regular money coming in. It pays a monthly unemployment allowance and, if you are given work, an honorarium of up to ₹6,000 for 100 hours of work a month.

November 2026 has made things more confusing. The CM promised that CET-qualified youth would get benefits under Saksham from 1 November. And a separate unemployment allowance (berozgari bhatta) window is open from 1 to 30 November 2026. Many youth don’t know which one to apply for, or that they cannot take both.

How Much Do You Get? Amounts by Qualification

The allowance rates were raised from 1 August 2024. For example, the 12th-pass rate went from ₹900 to ₹1,200 (Drishti IAS, 14 August 2024). The same rates were quoted by district employment officers in October 2026.

The maximum assumes you are given and complete the full 100 hours of work in that month.

Worked example: Neha has an M.A. and is enrolled under Saksham. In a month when she gets the full 100 hours of work in a government office, she can get ₹3,500 + ₹6,000 = ₹9,500. In a month when no work is assigned, she gets only the ₹3,500 allowance. The honorarium works out to about ₹60 per hour, so 50 hours of work would mean about ₹3,000.

Be careful with “₹9,000” and “₹10,500” claims. ₹9,000 was the old postgraduate total (₹3,000 + ₹6,000) before August 2024. We found no official source for ₹10,500.

The 100-Hour Work Rule, Explained

• After your application is approved, the Employment Department may assign you to a government office, department or public body near you.
• You work up to 100 hours a month. The office records your hours.
• The honorarium is paid only for the hours you actually work. Skipping work means less money.
• If no work is assigned, you still get the monthly allowance.
• Guides say the benefit continues for up to 3 years, or until you turn 35, whichever comes first. Check your sanction letter for your own end date.
• If you get a regular job, start a business or join a full-time course, you must stop taking the scheme.

How to Register for Saksham Yuva Yojana (Step by Step)

Step 1: Employment Exchange Registration

1. Open the Haryana employment portal. To open it directly, Click Here.
2. Register as a job seeker and fill all pages of the form.
3. Take self-attested copies of your documents to your district employment office within the time given (news reports mention one week).

Step 2: Saksham Yuva Application

1. Open the Saksham Yuva portal. To open it directly, Click Here.
2. Go to the Saksham Yuva section and click Sign Up / Registration.
3. Choose your qualification (12th, graduate or postgraduate) and accept the terms.
4. Verify your mobile number and email with OTP.
5. Enter your Family ID (PPP) and select your name from the family list.
6. Log in with the details sent to your mobile and fill in education, income and bank details exactly as in your documents.
7. Upload your scanned documents and submit.
8. Save the application number and keep a printout.

Registration is free. Do not pay any agent who promises faster approval.

How to Check Saksham Yojana Status

1. Log in at hreyahs.gov.in with your user ID and password.
2. Open the application details / status option on your dashboard and enter your application number if asked.
3. Note the status: pending, verified, approved or rejected, with the reason.
4. Once approved, check your bank SMS or passbook each month for the DBT credit.
5. If the status stays the same for a long time, visit your district employment office with your application printout.

If you applied for the November unemployment allowance through SARAL, use Track Application on saralharyana.gov.in instead.

Latest 2026 News on Saksham Yuva Yojana

• 29 July 2026: CM Nayab Singh Saini said 5,40,428 CET-qualified youth were found in a survey. From 1 November, they would first be offered 100 hours of work under Saksham, and those who stay without a job for two years would get financial help (The Tribune, UNI).
• Amount for CET youth: Some sites claim ₹9,000 a month. As of 3 November 2026, we found no official order confirming the amount or the application process for this CET group.
• 3 October and 4 October 2026: District employment officers confirmed the allowance rates of ₹1,200, ₹2,000 and ₹3,500, and the ₹6,000 honorarium for 100 hours (ETV Bharat, Haryana E Khabar).
• 1 to 30 November 2026: The separate unemployment allowance window opened on hrex.gov.in (Amar Ujala).
• 27 April 2026: The IT Saksham Yuva Scheme 2024 was discontinued. This does not affect the main Saksham Yuva Yojana.
